The Mount Ascutney Regional Commission is pleased to announce a new clean water funding opportunity.
The Water Quality Enhancement Development, Design, and Implementation Block Grant (EDDIBG) program is replacing the Clean Water Design Implementation Block Grant (DIBG). DIBG is currently open with a Rolling Application Round, set to expire on March 29th. The EDDIBG is funded by the Vermont Department of Environmental Conservation’s Clean Water Initiative Program (CWIP) to support project development, engineering design, and implementation of priority water quality enhancement projects statewide. EDDIBG is a sub-initiative under the Water Quality Enhancement Grant Program (10 V.S.A. § 926) established under the Clean Water Service Delivery Act (Act 76 of 2019). This new funding opportunity was announced in May 2023. MARC is serving as one of three statewide Funding Program Administrators, along with Watersheds United Vermont (WUV) and the Vermont Association of Conservation Districts (VACD). To be eligible, projects must meet a series of eligibility criteria (#1-#7), as outlined in the SFY23 CWIP Funding Policy, plus program-specific eligibility criteria outlined below. These include:
In administering this program and prioritizing funding, MARC will consider geographic distribution, diversity of project types and sectors, minimum thresholds for funding Project Development activities, and proposals from a broad range of sectors. Grant requirements are governed by the FY23 Clean Water Initiative Program Funding Policy. This funding policy and associated appendices for Eligibility Screening and Project types, performance measures, milestones and all other deliverables can be found under Applicant & Recipient Resources under DEC’s Clean Water Grants webpage. MARC may determine that other Clean Water Initiative Funding Programs may be a better fit for a proposed project, so it is advised that interested applicants submit a brief EDDIBG pre-application form (coming soon) to confirm project eligibility in preparation for a ‘Request for Applications’ release. MARC anticipates the first round to be released in April 2024. |
